| dc.description.abstract | Bakalářská práce stanovuje úkoly neuvolněných starostů obcí v Mikroregionu Třešťsko na základě získaných informací pomocí strukturovaných rozhovorů se starosty obcí a vlastní analýzy. Výsledkem je vytvořený seznam úkolů starostů obcí, tzv. checklist, který bude starostům poskytnut k užívání. Teoretická část práce je zaměřena na rozbor právních norem a dokumentů řešících problematiku týkající se obce, orgánů obce, obecního úřadu, starosty obce, vybraných mimořádných událostí a mikroregionu Třešťsko.
Cílem práce je provést analýzu rizik mimořádných událostí a zjistit, jaké úkoly plní při mimořádných událostech neuvolnění starostové obcí. Na základě analýzy provést vyhotovení checklistu k usnadnění postupu při mimořádných událostech. V rámci práce byla stanovena výzkumná otázka: "Hrozí v obcích mikroregionu Třešťsko mimořádné události, pro které potřebuje neuvolněný starosta obce dokumentaci?"
Praktická část výzkumu byla zaměřena na sběr a třídění dat nutných pro zpracování checklistu pro neuvolněné starosty obcí. Na základě vlastní provedené analýzy a strukturovaných rozhovorů s jednotlivými starosty daných obcí bude vytvořena praktická část formou checklistu pro konkrétní obce.
Výsledku bylo dosaženo na základě kvalitativního výzkumu formou strukturovaných rozhovorů se starosty obcí. Dle havarijního plánu kraje Vysočina byly rozebrány mimořádné události pro mikroregion Třešťsko. Na základě výzkumného šetření byl vypracován checklist pro jednotlivé starosty obcí. Z výsledků vyplývá, že každá obec mikroregionu Třešťsko se setkala s mimořádnou událostí. Dále všichni starostové daných obcí projevili souhlas s nabídkou zpracování checklistu, a jeho následným použitím v praxi. Na základě vlastního výzkumu jsem zjistila, že v daných obcích hrozí mimořádné události, o kterých starostové obcí nevědí. | cze |

| dc.description.abstract-translated | The bachelor thesis determines the tasks of the facilitative mayors ( of municipalities in the Třešťsko microregion on the basis of the information obtained through structured interviews with the mayors of municipalities and the own analysis. The result is a list of tasks of municipal mayors, a so-called checklist, which will be given to the mayors.The theoretical part of the thesis is focused on the research of legal norms and documents dealing with issues related to the municipality, municipal authorities, municipal office, a mayor, selected extraordinary events, and Třešťsko microregion.
The aim of the thesis is to analyze the risks of extraordinary events and to find out what tasks are fulfilled by facilitative municipal mayors in case of extraordinary events and to create a checklist to facilitate emergency procedures. In the framework of the thesis, the research question has been set: Are there any extraordinary events in the municipalities of the Třešťsko microregion, for which a facilitative mayor of the municipality needs documentation?
The practical part was focused on the collection and sorting of data, necessary for the processing of the checklist for the facilitative mayors of the municipalities. Based on my own analysis and structured interviews with individual mayors of the given municipalities, a practical part will be created in the form of a checklist for specific municipalities.
The result was achieved on the basis of qualitative research in the form of structured interviews with the mayors. On the basis of the emergency plan of the Vysočina Region, extraordinary events for the Třešťsko microregion were analyzed. On the basis of the research, a checklist for individual mayors of municipalities was drawn up. The results show that each municipality of the Třeš'tsko microregion met with an extraordinary event. Furthermore, all mayors of the given municipalities have agreed with an offer to make a checklist and to use it in practice. Based on my own research, I found out that there are emergencies in municipalities that municipal mayors do not know. | eng |
