| dc.description.abstract | Práce se zabývá vývojem sociální práce v ČR od roku 1990 s podrobným zaměřením na kompetence orágánů samosprávy včetně právního ukotvení. Práce je vedena pouze v teoretické rovině, ky první část je zaměřena na definování používáné odborné terminologie. Dále je práce rozdělena na časová období s ohledem na roky, kdy došlo k přijetí právních předpisů ovlivňujících výkon sociální práce. Rozsah kompetencí jednotlivých stupňů samosprávných orgánů v sociální práci je pak podrobně popsán od roku 2012 včetně postavení sociálních pracovníků v rámci samosprávných orgánů i ve vztahu k neziskovým organizacím. Z popsaných a zjištěných skutečností jsou v závěru shrnuty silné a slabé stránky sociální práce v samosprávných orgánech s vyhodnocením její možné budoucí úlohy. | cze |

| dc.description.abstract-translated | The thesis deals with the development of social welfare work in the Czech Republic since 1990 with detailed focus on the competences of self government bodies including the relating legal regulations. The thesis is elaborated only on a theoretical level with its first part concentrating on definitions of the legal terminology used. Furthermore, the thesis is divided to periods with regard to years in which the legislation affecting the performance of social work was adopted. The scope of competences of individual levels of the local government bodies in social work is described in detail since the beginning of 2012, including the position of social workers within the local government bodies as well as in relation to non-profit organizations. Finally, based on the described and ascertained facts, both the strong and weak points of social work in local government bodies are summarized and their future potential tasks are assessed. | eng |
